Mixed method evaluation of ELFT’s QI Programme – 2016
In October 2016 we published our second year evaluation of the QI Programme at ELFT.
This mixed method evaluation utilised quantitative and qualitative data at Trust wide, directorate, board, individual and group level to draw out key learning about how the programme is being delivered and what lessons can be learnt thus far.

Key Areas of Learning from the Francis Report
The public inquiry provided detailed and systematic analysis of what contributed to the failings in care at Mid Staffordshire NHS Foundation Trust. It identified how the extensive regulatory and oversight infrastructure failed to detect and act effectively to address the Trust’s problems for so long, even when the extent of the problems were known. The report recognises that what happened in Mid Staffordshire was a system failure, as well as a failure of the organisation itself. The public inquiry makes 290 recommendations.

The Berwick Report- Key Learning for ELFT
Professor Don Berwick was asked by the PM and SoS to advise on how to improve the quality and safety of care in the NHS. He set up an advisory committee of experts in organisational theory, quality improvement, safety and systems to distil the lessons from Mid Staffordshire into the changes that are needed.

Building a Culture of Improvement at East London NHS Foundation Trust
Building a Culture of Improvement at East London NHS Foundation Trust. Cambridge, Massachusetts: Institute for Healthcare Improvement; November 2016.
East London NHS Foundation Trust (ELFT) in the UK provides mental health and community services to a diverse and largely low-income population. Approximately 65,000 individuals come into contact with ELFT’s services each year at more than 100 community and inpatient sites.
In the past few years, ELFT has significantly reduced incidents of inpatient violence, medication errors, waiting times for treatment in the community, and improved staff satisfaction and engagement, among other improvements.
What made these achievements possible? Leaders and staff made a concerted effort to entrench a culture of continuous improvement in the organization, and they integrated quality improvement methodology and training into every level of work. To support their efforts, ELFT has been working closely with IHI since 2014 and became an IHI Strategic Partner in 2015.

ELFT Annual QI Conference – 10 March
East London NHS Foundation Trust present our first annual Quality Improvement programme conference at Hackney Town Hall.
We aspire to provide care of the highest quality, in collaboration with those who use our services. ELFT is an organisation that embraces continuous improvement and learning.
Achieving this will mean we have to think differently, be innovative, and give everyone, at every level, the skills they need to lead change.
It will not be easy to build this culture, but focusing on what matters most to our service users and staff, and improving access to evidence-based care will make our services more effective, give more power to our staff and improve patient experience and outcomes.

Francis Report Working Group – Action Plan
For our organisation, the key lessons from the public inquiry findings are that: we need to create a more open and compassionate culture of caring, we need to really listen, to patients, families and carers, in order to make sure that we provide every patient with a service that stays true to our core values of care and compassion.
